Abstract

Several reports elaborated by international organizations show a high rate of sexually abused minors in Latin America.

Given the special vulnerability of children and the fundamental role that the educational system plays in their upbringing, it becomes necessary to understand Sexual Health Education as a fundamental human right that guarantees the enjoyment of the right to life and the right to integrity of the person.

The lack of Sexual Health Education in Latin America and the Caribbean –wether because of the absence of legislation or the ineffective implementation of laws in force– constitutes a breach by different countries of their internationally assumed obligations to adopt all necessary measures to ensure the effective enjoyment of children’s rights.
