Constitutionalism and democracy, a conversation between equals

Nowadays, the State model no longer obeys to citizen demands: a greater participation in decision making and a proper guarantee of their rights. There is no doubt on the need of effective citizen participation mechanisms allowing a constant communication between governors and citizens. However, in the recent Mexican experience, despite the vast exercises of popular consultations, such consultations have not served as effective mechanisms for the dialogue between citizens and government.
